Medi-Cal (Medicaid) Planning

The Medicaid Institutional Care Program (ICP), called "Medi-Cal" in California, is a state/federal program that pays most nursing home costs. The applicant must meet certain medical and financial criteria. The financial requirements are based on the "income cap" and "asset test" and are different for single people and for married people. The largest issue most people face is that you must meet strict financial guidelines in order to qualify. However, should an individual qualify, Medicaid will pay for up to 100% of their nursing home costs.

Mr. Laughton is an estate planning and elder law lawyer in practice for more than 40 years. Mr. Laughton’s primary areas of practice today are estate planning and elder law. Such work includes advice concerning and preparation of Wills and Trusts, Medi-Cal planning, and handling Probates and Trust Administrations for families. He also consults with clients on business and real estate matters, based on his experience in those areas that are often related to estate planning. Such work includes the formation of and the day-to-day counseling of corporations, sole proprietorships, general partnerships, (family) limited partnerships (FLP’s), and limited liability companies (LLC’s). Related work includes the acquisition, operation and sale of such businesses, commercial leasing, and the purchase, sale or tax deferred exchange of residential and commercial real estate for such clients.

Mr. Laughton received his undergraduate degree with Distinction in General Scholarship from the U.C. Berkeley, and his law degree from the University of California, College of Law, San Francisco. Mr. Laughton is a member of the California State Bar and the American Bar Association, Sections on Real Property, Estates and Trusts. He is also a member of the American Academy of Estate Planning Attorneys (AAEPA) and The National Academy of Elder Law Attorneys, Inc. (NAELA). Mr. Laughton is admitted to practice before all of the courts of the State of California, including the California Supreme Court and the Ninth Circuit Federal Court, Northern District.
